I personally am buying exactas keying the 4 on top of 1 2 & 6. And some exacta boxes:
4 w/ 1 2 6 and 2 w/ 1 4 6
Smaller exactas keying the 4 w/ 3 5 7 the only other horses that we don't have.

This kind of covering comes down to being able to do math. If you want to keep it simple you can always just bet 20 win on the 4.
